The N.C. Division of Employment Security said it is changing the vendor who handles unemployment benefit payments to Bank of America Corp., effective Aug. 1.
Recipients will continue to choose either direct deposit or debit card to receive their benefits. The change only affects those that utilize a debit card.

Dale Folwell, assistant secretary of N.C. Commerce Department, said the change should result in recipients “incurring fewer and lower fees associated with the new card, and enjoying more access points.”
The bank will issue by mid-July a new card to each claimant who meets three criteria: they are paid by debit card; their benefit year has not ended; and their benefits are not exhausted. No payments will be posted to the new cards until after Aug.1.
Claimants should continue using their old MasterCard debit cards until the balance is zero. No new funds will be put on the old cards after Aug.1.
